From 1974 to 1988, Naeem Qasim served as head of the Association for Islamic Religious Education. Qasim kept an eye on Hezbollah's network of schools. In 1991 he was elected as the group's Deputy Secretary General. He is a member of Hezbollah's executive council called the Shura Council.
