Ukraine attacked a military base in Russia's Bryansk border region with long-range ATACMS missiles received from the US. According to the Russian Defense Ministry, Ukraine attacked with six ballistic missiles at 3:25 am local time on Tuesday.

The attack came a day after the Biden administration gave Ukraine permission to attack. In a clear message to the US and the rest of the West in response to Ukraine's invasion, Russian President Vladimir Putin on Tuesday approved a revision to his nuclear doctrine amid the ongoing war with Ukraine. This new Russian policy broadens the scope of when Moscow can use nuclear weapons. The new policy also allows Russia to use its nuclear weapons in retaliation in the event of an external attack. In such a situation, Russia can now use nuclear weapons at any time in response to ballistic missiles.

Before Ukraine's attack, Russia carried out an airstrike on Ukrainian residential areas for the third time in the last three days, killing 12 people, including a child. Ukrainian rescue service officials said on Tuesday that 11 people, including two children, were injured in a drone strike in the Sumy region.
