TRAI has taken strict action against telecom companies Airtel, Jio, BSNL and Vodafone Idea. The telecom regulator has imposed a fine of crores of rupees on telecom companies last week. TRAI has slammed these companies for violating TCCCPR rules and failing to stop spam calls. However, this is not the first time that the telecom regulator has imposed fine on telecom operators. Even before this, fines have been imposed on telecom companies many times.
141 crore fine
According to ET Telecom report, a fresh fine of Rs 12 crore has been imposed on telecom companies. So far, a total fine of Rs 141 crore has been imposed on telecom companies for not being able to stop spam calls in this way. There has been no reaction from the telecom companies regarding this new fine. The telecom regulator has made several major changes in the last few months to curb fake calls. The regulator is preparing to further strengthen TCCCPR (Telecom Commercial Communication Customer Preference Regulation).
According to the report, if the telecom companies do not pay the fine, then the Department of Telecommunications (DoT) has been instructed to encash their bank guarantees, so that the fine amount can be recovered. However, at present no action has been taken by the Department of Telecommunications in this matter. This fine has been imposed on telecom companies under the Telecom Commercial Communication Custom Preference Regulation.
What is TCCCPR?
According to TCCCPR, if telecom users receive any kind of fake or spam call, then the responsibility will be on the telecom companies. Telecom companies have been instructed to bring such a mechanism so that spam calls can be stopped at the network level itself. Recently, the rules have been upgraded by the telecom regulator, so that users do not get fake calls. TRAI has implemented rules ranging from unsolicited communication to packet traceability in recent times.
Responsibility should be fixed on OTT also
DoT has also directed telecom companies to play caller tune related to cyber crime to the users for the next three months so that they can be aware of such frauds. In the recent open house discussion held among stakeholders, telecom companies had demanded that OTT (over the top) platforms like WhatsApp and other entities should also be held accountable for spam communication.
A large number of fake commercial communications are carried out through OTT platforms. Telecom operators say that these platforms should also be regulated. There is no provision in the new IT rules to regulate these platforms. Apart from Terrestium mobile network, scammers are committing fraud on a large scale with people through internet calls. Telecom operators have also demanded the regulator to fix responsibility on OTT.
