Islamabad: The head of Pakistan's top organization of clerics has given a clarification after his decision to declare the use of Virtual Private Network (VPN) to view restricted online content as 'un-Islamic' was widely criticized. He said on Monday that if this service is used to harm national security, blasphemy or character assassination then it is against Islam.

Decree of the President of Islamic Ideology Council

Allama Ragib Naeemi, chairman of the Council of Islamic Ideology (CII), which advises the government on religious issues, sparked controversy on Friday by issuing a decree that the use of VPNs is un-Islamic. Many religious leaders and digital media experts raised questions on this order. However, he amended his statement while talking to 'Geo News' program 'Geo Pakistan'. “Whether it is a registered VPN or an unregistered one, if an attempt is made to access an indecent or immoral site, character assassination, statements against national security are made, or if various incidents of blasphemy are committed through it,” he said. However, he clarified that if it is being used for education, communication or to convey a positive message, then there is no harm in it.

“If you register a VPN and do positive activity or positive criticism, there is no harm in it,” Naimi said. “Since the user's location (in a VPN) remains confidential, this information cannot be obtained,” Naimi said. It depends on who is working from where. So, when we talk about these technical matters, actually, it is the activity that decides whether it is Islamic or non-Islamic.'' (Language)
